E-Day May 18, 2011
The AICP Northwest Chapter held its 8th Annual E-day on Wednesday, May 18, 2011, at the Lacey Community Center in Lacey, WA. We collaborated with the Washington Surveying & Rating Bureau to provide a full day of sessions on a variety of Property & Casualty and Life/Annuity/Health topics of interest. Additionally, Drew Bouton of the Washington Office of the Insurance Commissioner provided us with an update on current legislative and regulatory activity. Two Webinars were also presented - 1) a SERFF update; and 2) an IIPRC update that was made available to all AICP members. Representatives from Wolters Kluwer and Thomson-Reuters were also on hand to demonstrate their current product and service offerings.

Spring Meeting April 7, 2011
The AICP Northwest Chapter held its Spring meeting at the Oregon Insurance Division. A big THANK YOU to the Oregon Insurance Division for making our venue available as well as for their presentations on current hot topics.Our meeting began with a meet-and-greet. This provided time for us to meet personally with Oregon Insurance Regulators and other insurance compliance colleagues a great opportunity to build and strengthen our professional networks.
After our meet-and-greet, John Atkins, Senior Policy Analyst with the Oregon Insurance Division, provided us with a presentation of current legislative and regulatory issues. The Oregon Legislature has numerous insurance-related bills under consideration, and as a Policy Analyst for the Division, John works closely with others to review those bills and provide information regarding their ramifications to the Division and within the insurance industry in Oregon. A copy of John's notes regarding relevant legislative developments follows:
Cliff Nolen, a Market Analyst with the Oregon Insurance Division, then gave us a presentation on Credit Scoring. Cliff provided us with information about the history of using credit scores for rating purposes (where we've been), brought us current with applicable standards and rules in Oregon (where we are), and then discussed current bills under consideration and potentially where this may lead (where we're going). Gayle Woods, Operations Manager with the Oregon Insurance Division, provided us with an update regarding the health rate review process. The Division has authority over health insurance rates (except large group) and has specific transparency requirements related to individual, small group and portability plans in Oregon. As part of the transparency requirements, the Division actually posts health rate filings on its website for consumer comment. Gayle described the process to us and its associated challenges. Federal, state and consumer interest in the increasing cost of health care coverage involves numerous complex issues, and we walked away from Gayle's presentation with a much better understanding of the challenges industry and our regulatory community face when confronted with increasing health care costs. As with other state insurance departments, the Oregon Insurance Division is also challenged by the innovative and novel products developed by insurance carriers. Quite often product development runs ahead of statutes and regulations, and the Division has the accountability and responsibility to review such products and make determinations on their features and provisions in the absence of applicable laws and rules. The Oregon Insurance Division has developed a process for innovative product filings in order to give both carriers and the Division the opportunity to discuss such products and their respective features. John Atkins provided the group with a description of the process recommended by the Division when carriers wish to file such products in Oregon. Our Spring Meeting ended with a general Q&A session.
Our attendees thought our Spring Meeting was a success. This meeting was another demonstration of the AICP's initiatives regarding Regulators and Industry working better together through the AICP. We were provided a venue in which to discuss important topics, obtain detailed information, and have open and honest discussions about relevant issues we face as insurance compliance professionals.
